Nonpotable Water Pipeline (NPW) Connection Projects

CVWD continues to expand its nonpotable water (NPW) system to maximize the use of recycled water to reduce groundwater pumping for irrigation on large-scale landscapes. The system will deliver recycled and canal water to customers’ on-site storage facilities from CVWD’s Palm Desert Water Reclamation Plant 10. 

Cook Street Segment (June - September 2025)

About the project: CVWD's contractor, T.E. Roberts, Inc., is currently installing a nonpotable water pipeline connection to our Water Reclamation Plant along Cook Street. The connection spans approximately 5,000 linear feet (1 mile), extending from south of Sheryl Avenue to Riviera Drive. See the Project Area Map.   • Work Hours: Monday through Friday from 6:00 a.m. to 3:30 p.m. Posted schedules are subject to change due to inclement weather or field conditions

Project Updates 

September 29, 2025

Update for southbound traffic on Cook Street and Hovley Lane East. 

  • Between 4:00 p.m. on Sept. 29 and 10 AM on Sept. 30, only one left-turn lane on Cook Street to Hovley Lane East will remain open. 
  • Construction crews will pave the road on Sept. 30 from 10:00 a.m. to 4:00 p.m., and both left turn lanes onto Hovley Lane East from Cook Street will be closed. 
  • All southbound Cook Street traffic lanes, including left turn lanes to Hovley Lane east, will be open starting at  4:00 p.m. on Sept. 30.

A Traffic Alert was posted with the updated schedule as of September 18. 

September 18, 2025

On Sunday, September 21, through Friday, September 26, the construction crew will work at night and continue installing the nonpotable pipeline through the intersection of Hovley Lane East on Cook Street.

  • Work hours: 6:00 p.m. to 3 a.m. 
  • Traffic Plan and Detours:
    • North and Southbound traffic on Hovley Lane East will continue through the intersection at Cook Street without detour or interruption. 
    • Eastbound traffic on Hovely Lane East will not have access to Cook Street at the intersection. 
    • Eastbound traffic will be detoured to turn right onto Corporate Way and left on Ave 42, to access north and eastbound Cook Street.
    • Westbound traffic traveling on Hovley Lane East will be detoured to make a right onto (northbound) Cook Street, a left turn on (westbound) Country Club Drive, a left turn onto (southbound) Portola Road, and a right turn onto westbound or eastbound Hovley Lane East. Then through Corporate Way. 

Important Note: Detours and the traffic plan will remain in place during the day until the night work is completed to ensure safety measures due to open trenches and other construction hazards.

  • Monday, September 19, 2025, pipeline Installation will continue through early October 2025 during daytime work hours.
  • Work hours: 6:00 a.m. to 3:00 p.m.
  • Traffic Plan and Detours: 
    • East and westbound traffic on Hovley Lane East will remain open at the intersection at Cook Street without detour or interruption.
    • Northbound Cook Street traffic will proceed through Hovley Lane East, and one lane from St James Place to Riviera Dr (1,000 feet) north of Hovley Lane East will be closed; the northbound far-right lane will remain open. 

September 15, 2025

  • Southbound Cook Street lanes are all open.
  • The northbound far-left lane on Cook St is closed from St James Place to Hovley Lane East.
  • The far-right lane on Cook Street is closed at Hovley Lane, East, but the first left turn lane will remain open.

September 11, 2025

  • Contractors are installing an Airvac lateral from the intersection of Merle into the parkway on Merle Dr.
  • Merle, east of Cook, will have limited access during working hours. 
  • Only westbound traffic from Merle Dr to Cook will be permitted. 
  • Motorists on Cook will use Sheryl as a detour to access Merle Dr.

August 27, 2025

Phase II (August 15, 2025 – September 12, 2025)

  • Access to St James Place from Cook Street has been closed due to the Contractor preparing to cross the intersection and is currently estimated to be reopened when Phase II construction is complete.
  • Access to Boardwalk will require a detour through Beacon Hill from Hovley Lane or through Green Way to Mayfair Drive.
  • South and northbound traffic has been reduced to one lane on Cook Street from north of Sheryl Avenue to Hovley Lane for approximately half a mile. 
  • Access to Sheryl Avenue and Merle Drive is available from both southbound and northbound lanes.
  • Construction activity has been moved to night work to keep access to Green Way open during the day. Access to Green Way will be closed during the construction hours of 7:00 p.m. to 3:30 a.m. from August 25, 2025 to August 27, 2025.

Phase III (September 12, 2025 – September 26, 2025)

  • Northbound lanes on Cook Street will be closed from Hovley Lane to Country Club Drive. All traffic will be rerouted through Hovley Lane to Portola Avenue.
  • Alternative plans are being considered to prevent lane closures. Therefore, Phase III is subject to change. Notifications will be actively posted.

Please plan and use alternative routes if possible and expect delays around the affected areas. Detours are posted throughout Cook Street. Posted schedules may change due to inclement weather or field conditions.

August 22, 2025

Beginning the week of August 25, 2025, CVWD contractor T.E. Roberts will install NPW pipeline at the Cook St./Green Way intersection.

  • Daytime paving south of Green Way on Cook Street will occur on August 25 between 6:00 a.m. and 2:30 p.m.
  • Night work at the intersection will take place August 25 to 27, with eastbound lanes on Green Way closed nightly from 7:00 p.m. to 3:30 a.m. to minimize impacts to school traffic and businesses.
  • Daytime pipeline installation resumes on August 29 from 6:00 a.m. to 2:30 p.m. on Cook Street north of Green Way.

August 20, 2025

Changes have been made to Traffic Control as the contractor approaches Green Way. 

Phase II (August 15, 2025 – August 31, 2025)

  • Access to St James Place has been closed due to the Contractor preparing to cross the intersection and is currently estimated to be reopened when construction is complete on September 15, 2025.
  • South and northbound traffic has been reduced to one lane on Cook Street from north of Sheryl Avenue to Hovley Lane for approximately half a mile.
  • Access to Sheryl Avenue and Merle Drive is available from both southbound and northbound lanes.
  • Access to Boardwalk will require a detour through Beacon Hill from Hovley Lane or through Green Way to Mayfair Drive.
  • Eastbound lanes on Green Way will be closed during construction hours between 6 a.m. and 3:30 p.m. and will be open during non-work hours from August 21 through August 29.

August 8, 2025

Changes have been made to Traffic Control to grant easy access to multiple streets.

  • Access to St James Place has been opened up until the Contractor approaches 42nd Avenue. Currently estimated to be on August 15, 2025
  • As the Contractor continues north, lane closures will be shifted along to reduce the impact of traffic.
  • South and northbound lanes will be reduced to one lane on Cook Street from south of Sheryl Avenue to 42nd Avenue for approximately 0.50 miles.
  • Access to Sheryl Avenue, Merle Drive, and Green Way will be limited as construction approaches each intersection.

August 1, 2025 - completion date updated to Sept. 15

Phase I (July 1, 2025 – August 15, 2025)

  • South and northbound lanes will be reduced to one lane on Cook Street from south of Sheryl Avenue to Hovley Lane for approximately 0.75 miles.
  • Access to Sheryl Avenue, Merle Drive, and Green Way will be limited as construction approaches each intersection.

Phase II (August 15, 2025 – August 31, 2025)

  • Lane closures are planned for north and southbound lanes for approximately 0.3 miles starting on Hovley Lane.
  • All left turn lanes onto and off Cook Street (NB, SB, EB, and WB) will be closed at the intersection of Hovley Lane and Cook Street.
  • Thru traffic for east and westbound lanes will be closed at the intersection of Hovley Lane and Cook Street.

Phase III (August 31, 2025 - September 15, 2025)

  • Northbound lanes will be closed on Cook Street. All traffic will be rerouted through Hovley Lane through Portola Avenue.

Construction notification letters were mailed to residents and businesses near the project area. 

July 23, 2025

Construction crews with CVWD’s contractor T.E. Roberts Inc. will continue to work on installing a non-potable water pipeline at Cook Street through the end of August. 

During construction hours, both the southbound and northbound lanes on Cook Street will be reduced to one lane.

  • Work between Sheryl and Hovley Lane East will have the northbound and southbound lanes reduced to one lane.
  • Once the work south of Hovley Lane is completed, crews will shift to the southbound lanes from Hovley Lane East to Riviera Drive near the JW Marriott Desert Springs Resort. Lanes will be reduced to one lane.
  • Cross streets will be closed with traffic redirected as construction moves through each intersection on Cook Street.
  • Road closures will be marked and are expected to remain in place through August 2025. Drivers are encouraged to avoid the area if possible.

July 17, 2025

Spring 2025 Update - Frank Sinatra Drive Segment

Construction has been completed.  

  • Marked closures anticipated through May 2025.
  • Construction hours are 7 a.m. to 5 p.m. See map.  
  • Closures will be marked and are expected to remain in place through May 2025. Drivers are encouraged to avoid the area if possible.

Nonpotable Pipeline Trench and Pipe


Work Completed in March 2025

Construction crews with CVWD's contractor, T.E. Roberts Inc., installed a portion of the nonpotable water pipeline at the Portola Avenue and Frank Sinatra Drive intersection on Monday, March 24, 2025. This phase of construction was completed on March 31, 2025.  

Completed Pipeline Segments 

  • The Warner Trail Segment will connect Palm Royale Country Club and Southwest Community Church. 
  • The Varner Road Segment will connect Jack Ivy Ranch and Tri-Palm Estates & Country Club.
  • The overall cost of the current projects is $21,057,581. Project funding is provided by a grant and loan from the State Water Resources Control Board Clean Water State Revolving Fund and a grant from the Water Infrastructure Improvements for the Nation (WIIN) program. 

The projects will install approximately 8.5 miles of pipeline to connect eight new customers to CVWD’s nonpotable water system. 

  • Once the projects listed are complete, the system will deliver about 5,200 acre-feet of canal and recycled water annually for landscape irrigation in Palm Desert, Thousand Palms, Rancho Mirage, La Quinta, Indian Wells, and Riverside County.

Future Nonpotable Connections Supported by this Project

The Nonpotable Water Expansion Project will allow for future connections, including, Desert Island County Club, and The Springs along the Frank Sinatra Drive Segment in Rancho Mirage. 

In addition, the Warner Trail Segment will connect Gerald Ford Elementary School in Indian Wells. These future connections will collectively serve approximately 2,800 acre-feet of canal and recycled water for landscape irrigation instead of groundwater.
